Umm okay, I'm going to assume you know what you're doing. ( not to offend, but people learn to ride horses that aren't push button, and all of a sudden decide they can work with green, undborke, or problem horses.)
If you really know how to train horses, find a local auction. Amish auctions are your best best. Know what to look for and don't buy one that is lame or drugged.
I actually bought my Show walking horse at an auction (mind you NOT your everyday farm auction-lord no.) If you're willing to take a chance you could end up with a great diamodn in the rough horse- or a total problem horse. I got a 15,000 walker that came from a high known barn that trains for Celebration( the worlds in walkers) he was too small to do big lick- and the last owner was some idiot that decided he was going to train a english walker to do western trail riding. ha.
There are good horses that you can buy for cheap right before winter, train them and sell them for more money. It's a dirty market out there sometimes, so be carefull.
If you're looking for a horse to train, and KEEP FOREVER, go to a rescue. I bought a small horse/ HUGE pony ( 14.1hh and three qaurters) that took people through fences, rolled over on you and jumped FOUR FOOT FENCES. I love that horse more than the $30,000 show horse sitting in the stall.Good website for problem horses for sale?
We have a horse rescue in our state that I have helped out, once they get the horses taken care of they need to find homes. You can try contacting the humane society, since most of those only have the equipment to take in dogs, cats and small animals you can request they contact you if they need a place for a horse.
There is an orginazation call a chance for horses. It is where they try to save as many horses as they can from slaughter, neglect, and abuse. They run mainly off of donations. Alot of their horses that are up for adoption have health problems or are not trained or have been under saddle at all. Some have but I'm not sure how good their training is. I am big against horse slaughter, neglect, and abuse. I love this orginazation because they help horses in need. I hope you can help save some horses or at least donate.
(I am not with this orginazation! I am just a fan if you want to call it that! nothing else!!! They did not tell me to advertize for them at all! Just want to make that clear!)
