Hopeful Haven has very detailed pages on the habits and condition of the animal.
I'm in Oklahoma and I know that at our state fair, they have auctions and a lot of the horses sell for about what your looking to spend and they're already completely trained so you might check your state fair if you can't find a suitable one to adopt.
