You could also check out your local barrel racing association (depending on which state you're in) - they should have plenty of contacts for you. Best wishes!

I might be wrong but you strike me as somebody who isnt knowledgeable enough to train a horse.. I went to college for 2 years to learn how to do it PROPERLY.
Search rescues in your area. With the huge slump in the horse market, people are dumping premium fillies and colts left and right. You will probably have to weed through the ';junk,'; but if you're planning on starting a horse from the ground up you should already have the eye for quality.
